The Foundation Level uses the award-winning flexible distance learning approach. It is designed to provide a refresher for experienced councillors to check that their knowledge is up to date and to provide a sound introduction to council work for new councillors. The Foundation Level is delivered on-line or in a paper format. Over 1 million people in public and private sector organisations have successfully applied the easy-to-use learning approach to improve their knowledge of essential information.
The first of five programmes is the First Certificate in Community Leadership. This provides a refresher for experienced councillors and a first class introduction for newly elected members.
There are four further Foundation Level programmes:
- Council Services 1 including Town and Country Planning, Environmental Services, Housing and
Waste and Recycling
- Council Services 2 including Adult Services, Children’s Services, Highways and Transportation
and Community Safety
- Community Work including Surgeries and Complaint Handling, Public Meetings and Public Speaking, Community and Neighbourhood Work and Hard-to-Reach Groups and Equalities
- Council Work including Local Government Finance, Councillor Conduct, Effective Scrutiny Work and effective Executive Work.
